Human Capital and Training Solutions (HCaTS)

The Office of Personnel Management (OPM) and the General Services Administration (GSA) formed a new partnership to jointly award and administer a new strategically sourced contract vehicle providing three Key Service Area: KSA 1, Customized Training and Development Services, KSA 2, Customized Human Capital Strategy Services, and KSA 3, Customized Organizational Performance Improvement Services to all Federal agencies. Through this partnership, GSA will be principally responsible for contract administration, while OPM will be responsible for policy oversight. The HCaTS services, through delegated procurement authority and OPM assisted acquisition services, are intended to meet the human resources, human capital, and training and development requirements of all Federal agencies. Federal agencies have the flexibility to award task orders that encompass any and all KSAs for any portion of their workforce development at any organizational level.

HCaTS is a Multiple Award Indefinite-Delivery-Indefinite Quantity (MA-IDIQ) task order contract that calls for an ordering period of 10.5 years (5-year base, one 5-year option period, and one 6-month option period), plus an additional 5.5 year period to allow for task order completion. Therefore the potential cumulative period of performance may span up to 16 years. HCaTS supports various types of contracts to include firm-fixed price (FFP), time and material (T&M) and cost plus fixed fee (CPFF).

As a HCaTS contract holder for KSA 1 Allen Corporation is able to provide a wide-range of products and services that fall into two domains, Customized Training Services and Customized Employee Development Services.

On May 9, 2016, Allen Corporation of America received advance notice of award of the Human Capital and Training Solutions (HCaTS), Pool 1, Contract. GSA Contract Number GS02Q16DCR0003.
